Welcome to the Website of the Jean Monnet Chair for EU Law and Economics

The Jean Monnet Chair for EU Law and Economics at HEC Paris promotes research and teaching on European integration with a focus on interdisciplinary issues intersecting law, economics, and social sciences. The Chair advances dialogue between academia and core societal stakeholders as well as knowledge and insights that can support EU policy-making and strengthen the role of the EU in a globalised world.

EU Policy Forum

HEC Paris students participate in EU consultation on ongoing EU measures and legislation. Students submit an opinion to the EU Commission in the framework of the formalized EU consultation process. They take the position and view of a stakeholder (eg company, NGO, or citizen) and develop a position on the EU Commission's proposal. Through their submission and interaction with the EU Commission, students leave their marks in actual EU policies and legislations.

Past submissions to the EU Commission include:

  • EU Foreign Direct Investments Screening mechanisms

  • Transparency in interest representation

  • Police cooperation on migrant smuggling and trafficking in human beings

  • Combating Child Sexual Abuse

  • Extra-territorial sanctions

Conferences

The Chair seeks to enhance dialogue between the academic world and society, including local and state level policy-makers, civil servants, civil society actors, representatives of the different levels of education and of the media. To that end, joint conferences are organized in cooperation with scholars from other universities – such as the European University Institute or Paris-Assas – and conference programmes are designed to allow for an exchange

The Chair's kick-off conferences was held at HEC Paris on "Constitutionalism and Transnational Governance Failures: Top personalities from the political and academic worlds, including Pascal Lamy, Peter Altmaier, John Denton and Merit Janow, were amongst the 17 speakers at a conference at HEC Paris on constitutionalism. The contributions led to an edited book volume edited by the chairholder Armin Steinbach and EUI professor Ernst-Ulrich Petersmann. The book is published with Brill Nijhoff and available open access.

The aim of the conference is to foster interdisciplinary exchange with eight speakers revolving around four different topics: Geoeconomics, Technology, Sustainability, and Corporate Governance. The event is intended as launch of an annual conference around state of the art law and economics issues.

Europe Day

The Chair seeks to bring EU affairs to the wider public. One channel to do so are educational meetings with pupils from high schools. The Chair organizes “Europe Days” – a structured meeting with pupils on campus which aim to convey the rationale of EU policies to the local community and to highlight the value of EU policies for the general public. The goals is to familiarize local public with EU policy matters and to popularise the topics of EU integration to a larger public in the communality.

Europe Day 2023

On May 11, the Chair organized an engaging EU workshop at HEC Paris with 20 students & 2 teachers from French-German high school in Paris. The students were eager to learn more about Europe. They engaged in a controversial but constructive discussion revolving around topics such as rule of law, solidarity, elections, and the role of home countries in the EU.

Europe Day 2024

On June 9, the elections for the new composition of the European Parliament for the next five years took place. For high school students, i.e. representatives of today's youth, this significant event naturally raises various questions: How does the construct of Europe actually work? Who governs it? What does it consist of? ... to discuss these questions, the Chair invited the 10th graders of the École allemande international to spend a day at HEC to learn about Europe.
